Abstract

This is an excerpt from the conclusion work of the Specialization in Public Management course (TCC) at the State University of Rio Grande do Sul. Case Study (Ex-pos facto), qualitative, descriptive, exploratory, documentary, with emphasis in the content analysis of the speeches of municipal councilors, representatives of public management and the assistant population who are in the recording of the Virtual Ordinary Plenary of the Porto Alegre Municipal Health Council on October 7, 2021. The general objective of this study was to analyze the speeches present in the discussion between representatives of the management of Primary Health Care (PHC) in Porto Alegre and the Porto Alegre Municipal Health Council, paying attention to issues that involve resizing the District Health Managements of Porto Alegre and territorialization. As a specific objective, we sought to verify how the resizing of Porto Alegre's District Health Managements complies with the legal precepts of territorialization in the Unified Health System (SUS). To this end, based on content analysis, one of the themes was listed as: Resizing District Health Management: health savings? Therefore, we consider that the combination of economies of scale and economies of scope is relevant in all areas of health services. However, considering that territorialization and economies of scope are complementary, we understand that the emphasis to be given in PHC, both with regard to organization, administration and provision of services, must be guided by economies of scope.
