Abstract
Managing Sanitary Districts requires competences in favor of continuous improvement in planning-execution-monitoring. Thus, a study was carried out to evaluate, in 2022, the planning of the five health districts of Natal/RN, according to their respective managers. For that, a semi-structured form was applied, validated by a specialist, containing variables of the managers' profile, planning and programming skills, SUS management instruments. The form, after validation, went from 48 to 46 items, the validation criteria being; clarity of the text, importance of the content, pertinence to evaluate managerial planning practices in the Districts. Of the 05 managers, 03 have specialization, two in the management area. Conceptual misunderstanding of planning and lack of planning tools were identified. The speeches regarding the activities of an ascending, participative, strategic and situational planning, indicate unpreparedness for the managerial function. However, the problem of qualifying management is institutional, being involved in the creation of bachelor's degrees in public health in Brazil.
